Mardan, July 19: The Board of Intermediate and Secondary Education (BISE), Mardan on Wednesday announced the results of FA, FSc (Part-I & II) annual examination.
According to the results, two female students from Nowshera got top positions while only 12 male students could find place in the top 20 positions.Hiba Rehim Sheikh (Roll No-35537) of The Peace School and College, Nowshera Cantt got first position by securing 969 marks while Kiran Habib (Roll No-35645) of Shaheen Inter College Rislpur Cantt stood second with 959 marks. Nizar Najan (Roll No-42075) of The Peace School and College grabbed third position with 956 marks.
In General Science Group, Zubaria Asma (Roll No-46085) of Nisar Shaheed Intermediate College Risalpur with 915 marks got first position, Zirak Khan (Roll No-47345) of The Fazle Haq College, Mardan with 878 marks obtained second and Zeeshan Ali Shah (Roll No-47007) of Apostie Degree College Nowshera with 873 marks won the third position.
In Humanities Group, Hafsa Anwar Khattak (Roll No-52623) of Government Girls Higher Secondary School, Shaidu clinched first position with 870 marks, Shehzad Ali (Roll No-68417), a private student of Swabi district, stood second with 853 marks and Rahat Ibrahim (Roll No-52634) of Suffah Model Girls College, Kahi Nizampur, Nowshera and Haleem Khan (Roll No-69071) a private student of Swabi district both secured 849 marks and stood third.
Overall, a total of 31,660 candidates appeared in the examination of which 20,968 were declared successful with a pass percentage of 66.23.
Islamabad: Billions from the public kitty have been sunk in the alleged 8,000 ghost schools of the Basic Education Community Schools (BECS) but this controversial project gave a phenomenal but illegal boost to the careers of blue-eyed employees.
As against the objective of the project to educate the children of the poor, the authorities have been giving illegal promotions to contractual appointees in sheer violation of the law and established practices. The promoted persons include those who had transferred Rs790 million into a private account in violation of the law of the land.
A former federal minister and some past key officials of the BECS and National Education Foundation are also alleged to have their role in these illegal appointments but no one has moved against any of them.
An inquiry held into this aspect of the controversial project recommended the sacking of at least eight of these blue-eyed contractual appointees but none has been thrown out of the project merely because the board of directors of the National Education Foundation (NEF) has no time to decide this matter.
Despite their differences NEF Managing Director Nasir Hayat and Planning Commission Member Mohayyuddin Marri, who had held the inquiry into the matter and had claimed that 8,000 of the BECS schools are ghost, agree that the promotion given to favourites were illegal and unprecedented but still the illegal appointees are allowed to further damage the already ruined project.
In his inquiry Marri had clearly stated that there are no rules for promoting project employees working under temporary contracts but in this case several officials were given even two-step promotion. No one has yet been held accountable against this misuse of official authority.
According to the inquiry report, an audit report had raised serious objections to certain illegal promotions following which the promoted officers were demoted. "This is an example of blatant violation of rules and warrants major penalties to those who committed very serious misconduct," the inquiry report said.
According to the report, the contractual appointees given illegal promotion include Sadia Atta Ghumman, director administration, promoted from BS-17 to 19 in one go; Abdul Hanan, director finance, promoted from BS-17 to 19 in one go (Hanan was co-signatory with ex-director project in transferred GoP's Rs790 million in a private account); Nabila Riaz Naro, director planning, promoted from BS-17 to 19; Kashif Sohail, deputy director administration, promoted from BS-17 to 18; Imran ul Haq, deputy director administration, promoted from BS-17 to 18; Samra Saman Kiyani and Naureen Razzaq promoted to BS-18 from BS-17; and Nadia Khan promoted to BS-17 from BS-16.
The inquiry report recommended the reversion to original scales of all these employees besides the termination of their contract and recovery of pay and allowance. According to Marri, a total of 44 officials were given illegal promotion but most of them were promoted in lower grades.
In addition to this, the eight senior employees recommended for demotion and sacking, the inquiry report said that all those who fall in the same category of illegal promotion would also stand demoted and terminated. "Recoveries will also bbe made from illegal promotee obtained in the shape of salaries, allowances, TA/DA, illegal pay protection, house hiring and unauthorised medical claims, etc."
The inquiry committee also recommended that in view of gross irregularities pointed out by special audit conducted by finance audit 2011, services of director Punjab be terminated and an advertisement be floated in newspapers for recruitment of an eligible and competent individual for the said position without failing, as his post was neither advertised nor was a selection committee appointed to interview for a very important position of BS-20.
The committee also recommended that several inquiries conducted against the irregularities of director Balochistan make him liable to termination and an advertisement be floated in newspapers for recruitment of an eligible and competent individual for the said position. "Presently BECS is very notorious in Balochistan and the shady role of the present director warrants immediate action," the report read.
"The committee also recommends that no officer/officials be placed at one station for more than three years and all those who have completed three years at a particular position be transferred to another station with immediate effect," it added.
The report also recommended the reinstatement of 18 employees who were sacked by the former project director. About the former director of the project, the report added: "The ex-director project's group manoeuvred illegal promotion orders and forged office record, extracted letters/documents, which favoured the grieved employees and pointed out the misconduct of illegal promotees. These are criminal acts and a case may be referred to investigating agencies."
The BECS, which is federal government project having worth over Rs8 billion, is scandalous and allegedly feeds more than 8,000 ghost schools in all provinces and regions including the federal capital.
Owing to corruption and mismanagement, according to Planning Commission Member Mohayyuddin Marri, the funding of the BECS project has been stopped in the current fiscal year as the Planning Commission wants its revision to get it on the right track.NEF Managing Director Nasir Hayat, who has been given this assignment in January this year is, however, of the view that the figure of ghost schools is around 800.

Islamabad: Member selection board of Pir Mehr Ali Shah University of Arid Agriculture Rawalpindi Dr Riaz Hussain Qureshi has declared the process of appointment of 129 faculty members and employees in the university against the rules and refused to become a part of it.
On the other hand Academic Staff Association (ASA) of the university has also announced that they will oppose the process of appointment on July 20.
According to sources, Dr Qureshi, who is also adviser at Higher Education Commission (HEC), on Wednesday wrote letters to relevant departments in which he stated that criteria which has been adopted by the management of the university was against the rules and he does not want to be part of any appointment in violation of rules as he has a good reputation.
The reason why ASA is criticising the appointment of new staff members stems from the fear that merit was not considered during completion of relevant process.
President ASA Prof Nadeem Akhtar Abbasi, said management of the university has violated rules due to which ASA has been trying to save the system.
"HEC has ranked us at 7th position which shows the university has been doing well but now it seems that the new management of the university will destroy the system because all the procedures have been ignored for the appointment of 129 new staff members," he said.
Prof Fayyazul Hassan Sahi, general secretary of ASA, said Dr Mohammad Irfanul Haq was given charge as the acting vice-chancellor (VC) of the university on May 27, 2012. He will retire on July 29, as he will reach his date of superannuation.
"Although acting VC does not have powers of full VC, still Dr Haq started transferring and promoting officers. Then he decided to recruit new officers/staff and advertised 129 posts in basic pay scale (BPS) 1 to 21," he said.
"According to rules of the commission regarding recruitment process, after advertisement, three to four weeks times should be given to candidates and then those candidates who were not being called for interviews should be informed in writing. The reason of refusal should also be mentioned," he said.
"Recent advertisements by the management gave only 12 days for the closing because the new VC wants to appoint all 129 staff members before his departure. Besides, some posts do not exist in the budget allocation. So appointment on those posts will create another issue," he claimed.
"Already 186 faculty members are working in the university but still the management wants to appoint more. On the other hand universities all over the country have been facing financial problems. So the act of the management is not understandable," he said.
According to documents available with Dawn, four members of the university syndicate i.e. Dr Abdul Rauf, Dr Ikram Ali Malik, Dr Audil Rashid and Safdar Ali also showed reservations on the appointment process and they informed the relevant departments in writing.
Member Selection Board of the University and HEC adviser Dr Riaz Hussain Qureshi confirmed that he has sent letters to the HEC chairman, university management and other relevant departments that he will not become part of the appointment process.
"I have written that the process adopted for the appointment was unjustified and appointments should be postponed and after that, due procedure should be adopted for the appointments," he said.
The university's VC, Dr Mohammad Irfanul Haq, said it was correct that he was appointed as acting VC on May 27 and will reach date of superannuation on July 29 but it has nothing to do with the appointments. There are members in selection board and they will appoint the employees on merit.
"I have been informed that member selection board Dr Riaz Qureshi has sent letters in which he has stated that appointments should be postponed but he did not bother to discuss the issue with me which has disappointed me," he said.
